What is a Construction Amnesty?

After building a house or carrying out major construction work, it is necessary to properly register the property. To save time and effort, a construction amnesty is provided.

A construction amnesty is a procedure used to register property that was constructed without proper permits. This can include summer houses, extensions, and utility buildings. If this is not done, you won't be able to sell or exchange the property in the future.

However, there are several conditions:
The area of the property must not exceed 300 m²;
The construction date should be between August 5, 1992, and April 9, 2015;
Agricultural buildings must have been constructed before March 12, 2011.

Main Condition

The main condition is that the land plot must be owned or legally used, with the correct designated use, and it must be possible to obtain a safety assessment for the building’s operation.
A key advantage of this procedure is the ability to register ownership even if the property does not fully comply with urban planning documentation or state building standards, as long as it does not affect the safety of the building’s use.
To implement this mechanism, it is necessary to submit a package of documents to the authorized bodies and complete the prescribed form for a declaration of the building’s readiness for operation.

The construction amnesty can only be used for buildings that comply with the designated purpose of the land plot on which they are located. The amnesty applies to houses up to 300 m² and extensions to them. The amnesty for unauthorized construction applies to the following types of buildings:

Garages, utility buildings, and structures

Commercial and non-residential buildings/premises
